Who in the hell decided to change from KDKA as the flagship station?

I live in Tennesse and have been listening to the Pirates since 1960. I could easily pick up the games at night. Did the station decide not to bid or is this another front office decision gone awry?

...moved to 104.7 FM as their flagship basically in an effort to reach a younger, richer audience.
