The Pirates May Not Get Any Talent From the Dominican...
But at least that means they probably won't be involved with this scandal, in which it seems employees of various teams are under investigation for allegedly skimming off the tops of bonuses paid to Dominican players. This article mentions Nationals GM Jim Bowden and special assistant Jose Rijo as possible targets of an FBI investigation, and mentions that former White Sox director of player personnel Dave Wilder is allegedly involved also.
This sounds like it could just be the tip of the iceberg, and lots of teams could be involved. It seems pretty likely that the Pirates won't be one of them, if only because there wasn't any money to skim. Silver lining! When all this is over, Dave Littlefield will be able to look himself in the mirror and say, "At least I wasn't a criminal!"

They managed to sign some kids anyway
From the PG (Google/Yahoo! searches turned up nothing):
The Pirates have signed three 16-year-old players from Latin America for the 2009 season. Outfielder Exicardo Cayones is from Venezuela. Shortstop Jodaneli Carvajak and left-handed pitcher Yoldi Sierra are from the Dominican Republic.

One thing for sure
If the Pirates’ scouts are skimming bonus money, it’ll only amount to petty theft.
