The Fielding Bible, which is a Bill James thing, has announced its conclusion of the best fielder at every position, and Jack Wilson wins at SS.  The link shows that they have been giving the awards since 2006, but Wilson is the first Pirate to show up (of course, at a time when he was no longer a Pirate).  Some players, like Pujols, have won every year, but at other positions it has changed every year, so the voters don't just go by legacy.

What’s the criteria?

The glare of the spotlight is harsh, and the pressure that success breeds immense. We revere our heroes, but expect much. And criticism can come as easily as praise.

There aren’t necessarily criteria. It’s just a panel of mostly sabermetrically-minded baseball writers who use a 1-10 ranking at each position to determine the winner at each position. They factor in a variety of advanced fielding metrics and personal observation to make their decisions. They have complete voting breakdowns on the site. You can see how each guy ranked players at each position 1-10.

That's funny

I used to argue that Jack was better than he was. Now I have a hard time believing he’s as good as they say.

Adam Everett’s deterioration has probably had something to do with Jack’s elevation.
