Except for a couple big points in the linked article (emphasis mine):
Hill, a 29-year-old lefty who was 3-3 with a 7.80 ERA in 57 2/3 innings before being shut down in late July due to shoulder inflammation, is the most likely to return.
The Orioles acquired Hill last year from the Chicago Cubs for cash because they liked his upside. He showed flashes, but he also battled injuries and wildness and struggled for much of the season. Eligible for arbitration, the Orioles removed him from the 40-man roster but haven’t completely eliminated him from their plans.
“If Rich has interest in returning to the organization,” Klentak said, “we would welcome him back in 2010.”

When the Cubs traded him last spring...
…they chose Baltimore as his landing spot because the Orioles had hired a former Cubs coach with whom Hill had a good relationship, and they felt that Baltimore offered him the best chance of recapturing his past form.
