Mets Sign Josh Fogg
It's a minor league deal, but Fogg handled himself decently last year in Colorado despite having all kinds of problems the year before that. Citi Field isn't necessarily the haven for mediocre fly-ball pitchers it might appear to be, but Fogg still did well to join up with such an injury-plagued pitching staff. Good luck to him.

I've always had
a soft spot for Josh, as you all know, but even so I didn’t know he’d put up a pretty nice line in 46 innings at Colorado last year. 122 ERA+ is completely out of line with the rest of his career, but … could he have learned something new while battling the injuries?
"Mediocre"
Depends where you set the bottom, I suppose. Fogg has been a useful pitcher, worth more than his salary, almost every year of his career. Both he and the Pirates had a bit of bad luck when his first arbitration year was the first one when he wasn’t worth (more or less) his arbitration salary. I don’t know what his salary trajectory would have been had he stayed, but he would have been worth a few wins a year to the Pirates in ’06 and ’07, because what we had instead was abysmal.
Point being, if you consider the gamut to be from legit #1s to legit #5s, then, sure, Duke is mediocre and Fogg is passable at best. But if you look at the group of guys who actually get more than a start or two each season, Fogg’s been mediocre (mostly setting aside his awful ‘08, whatever happened there). A FIP of ~5 (which is mostly what he’s done) isn’t great, but if it’s saving you from running out a Herrera or a JVB, it’s not bad.
