Dejan had a quick note on his blog today listing Elvin Ramirez as a name to watch for the Pirates in the Rule 5. There was also this Twitter post from Adam Rubin of ESPN New York:

From what I can gather in a quick search Ramirez is your typical "more a thrower than a pitcher" type. He's impressive physically, standing a muscular 6'3" and just turned 23 in October. The "no control" part is pretty accurate. In A+ ball this year he had a BB/9 of 5.3 over 73.1 innings. He added another 6 2/3 in AA where he walked 6 batters. He had worked exclusively as a starter in the US prior to this season when he worked exclusively out of the bullpen. This seems to have added a few MPH to his fastball, as reports from last season don't mention him hitting the mid-90s. This also led to an increased K-rate (8.1 this year), but actually increased his walk rate.

Through 20 2/3 innings in the Dominican league this offseason he has 26 strikeouts vs. only 4 walks and a WHIP under 1.
