I have heard from a pretty credible source, that the Bucs have a deal with with Lyle Overbay.  Definitely unofficial still so the usual caveats apply, but I'm pretty sure it's true.  I also heard that they are possibly shopping for a closer, even if Hanrahan and Meek stay.  They also seem to blame NH for dropping the ball on Hardy, claiming that he is directly responsible for loosing him.  They are still actively pursuing a SS, but loosing on Hardy really limited their options, and may require them to overpay even more for one.   I don't know how this brings the plan into focus for me, but it is interesting if true.
