Someone help me on this one...

Elevys Gonzalez is a 20-year old infield prospect who hit well at age 18 in the VSL and hit adequately in limited at bats at State College last year. Now, instead of playing regularly at State College, he is spot-starting at West Virginia while putting up spotty but respectable numbers. Why would an age-appropriate prospect like Gonzalez skip a level just to play sparingly? Do they view him as an organizational player at age 20?
