Try again on Bartlett?
buried in this Robothal article is the following:
Regardless of what happens with Bell, the PADRES want to trade either shortstop Jason Bartlett or second baseman Orlando Hudson, major league sources say.
Bartlett, 32, is signed for $5.5 million next season with a $5.5 million option or $1.5 million buyout for 2013.
Bartlett was worth almost 2 fWAR last year, so the price certainly isn't unreasonable. He had a lousy year with the bat, going .245/.308/.309 which would seem to be the product of bad plate discipline. His swinging strike and pitch chase rates were both career highs. His defense at SS is average and possibly on the decline, though last year was his best year by UZR/150 standards since 2008.
Personally I'd say no, but given our past interest and since the market for shortstops is so thin I would expect that NH will at least inquire. He doesn't seem to offer much beyond what Ronny Cedeno could have done for a smaller price, but he could make a reasonable stopgap to hopefully one of d'Arnaud/Mercer.

I don't trust his 1.8 WAR
When an apparently declining* player’s UZR improves in a single year like that, it’s probably just random fluctuation. I’d guess his true talent was below his mildly negative UZR.
*And before last year, his UZR was dropping like a rock for several years in a row.

It’s been negative three years in a row, and has dropped steadily since early in his career. There could be year-to-year fluctuations in the accuracy of the data, but the overall trend is very clear. Added to his collapse at the plate, Bartlett is now a terrible player. I’d prefer Ciriaco, easily, and I don’t even think Ciriaco should be on the roster.

there is another trade option that is...
Ivan DeJesus. The Dodgers just signed Mark Ellis for 2 years. While they have Gordon and Uribe who both can play MI, IDJ is the one other teams can grab. He looked over-matched this season, but is still young enough to learn, and has more potential to be an average SS than d’Arnaud and Mercer imo. Colletti is still out there, so I think the price is affordable.

1) Spending it on Clint Barmes, Ramon Santiago or another player who might actually be useful

I realize this is in jest...
but would it really be a terrible idea to do a $10k giveaway at every game? That’s less than a $1mil for the season, and I am sure attendance would spike. Is that legal?
Probably not
They’d probably need to jump through a bunch of legal hoops to pull it off. The government would probably view that as “gambling” because you’d be required to buy a game ticket to enter the contest. That’s why most contests have that “no purchase necessary” tag on them and some alternate route to enter.
Personally, I'd say "no," too.
Cedeno is both better and cheaper than Bartlett. It makes no sense to pursue Bartlett.
