According to this story on ESPN: http://sports.espn.go.com/los-angeles/mlb/news/story?id=6397488. Without looking it up, I believe the Dodgers and Mets are two teams that pay the luxury tax. Could be wrong.
If not, this might affect the distribution to small market teams. On a somewhat related note, I believe I saw in the Census data where Pittsburgh, Cleveland and Detroit were ranked among major metropolitan areas which had the slowest growth, or actually lost population in the latest 10-year period. Not good when the market is stagnant or shrinking.
If something can't go on, it will stop.
