Since BA rates everything else, now they're rating the top ten future scouting directors. Number four is Pirates' National Crosschecker Matt Ruebel. This is based on interviews with numerous FO types. At least it's something of a response to those who continue to insist that the Pirates never hire anybody with any qualifications.
