Has the Pirates Development of Young Players Improved?

There was a previous post that asked if BC's plan is working. As I have thought about it the most crucial element of the style in which BC is rebuilding is the prospects. Will any of them pay off. How many will pay off and how much will they produce? To me this seems like a question that really cannot be answered in the short run which makes it hard to know if the Pirates will field a competitive team any time soon. I have to admit that seeing only 4 pirates on Baseball America's top 100 prospects list was jarring at first but those lists are based on young players that are prospects that need to develop. Has Pittsburgh's player development gotten better since the Neil Huntington days. Time will tell.
